Hot sectors and wheel based bet selection

In a roulette session, there are certain sectors on the wheel which will become 'hot' & 'cold', whether it be due to dealer signature or possible wheel bias.

For those who use wheel based systems for their bet selection, how many hits within a certain sector over how many spins, would you then qualify that sector to be hot?

e. g.  5 hits in 8 spins?
