Wait  12 different numbers, now start to bet the others 25 numbers left(European Wheel)
Wait  13 different numbers, now start to bet the others 25 numbers left(American Wheel),
So start to bet this 25 numbers flat bet, for the next 30-40 spins, or until you reached
your target/ or stop lose.  
Nr. 0/00   is (as you see) included in the game.
Can start with 0,10  or 0,50  per number, too.

The trigger is 12 different numbers, but there  could  be more than 12 Spins, because
appear  repeaters. Now:
- If  have time to place the(all) bets,  bet the 25 numbers from the start(after trigger)
- If not time to place all  the bets from the start,  bet only 13 numbers ,
   than next time replace the bet(13 numbers) but add the other 12 numbers
   so  total numbers to bet 25 numbers   for the next 30-40 spins.
   Also  can bet 20 first, replace bets and  add  the other 5, total 25 numbers.

How we choose the first 13 numbers ? Just take the first 13 from the table(carpet),
but from that 25 numbers left  .Or take  any 13 numbers(from that 25).

Stop lose  around   -100 .

I ve made some tests . Maybe you should stop earlier and reset. Also i notice that there are no more than 2 L in a row.  maybe 3.  This is very good.
The difficult part is that when i will be in a table having 10-20 seconds to bet i must have a note in front of me so i can bet 25 numbers.  Is this little difficult? Do you suggest to be played by two players?One will play lets say the numbers from 1-18 and the other from  19-36, or sth like this.

If you can place  the bets in  all  25 numbers  right after the trigger is ok !
I do like above , 13  than 12 (have no time, or little difficult all 25).

Way 2.

There is another way to play this , use LW s
Bet only  at  trigger  W,   see  (LLL..) LW....bet now,so
the trigger is the first W after one or more Ls
and stop play at the first L, wait new trigger.
