Want to suggest for your attention. . .  We have 2 tables.  Play them simultaneously.  Example: let's suppose 5 came out and then 22.  We mark 2 rows in both tables and make stake covering these 2 rows.  I. e.  numbers - 0. 11. 16. 22. 25. 26. 5. 12. 13. 21. 31. 8. 10. 23. 30. 9. 14. 18.  If we lose - leave the same stake.  I still didn't make more than 2 stakes. 
Important: rows must be different! If 2 numbers from 2 last spins situated in the same row it's not our game.

Confused explaining of the strategy. Be more clear what do you want.
You play only if different columns appears on 2 different tables and only flat bets. That's the only clear what I understand until now. Make some example of ca. 20 spins what is going in your mind.

Do you have the 2 tables number for the American Roulette? Meaning 0 and double zero table.
