In a regulated casino, hell no... they can't "program" the game.
But in real-life
randomness sure can exercise any possible combination, including the one you mention.
My most sincere advice is stay away from those volatile progressive schemes (the martingale-like methods being king for casinos to love = most damage done to players).
Insane idea! Look at the size of the bets in the progression. He only won what he says he won because he gambled his shirt... it is all a stunt to sell a book..
