For the 2nd time: Playtech are not responsible for payouts, they're just the software developer and video feed provider.
99% of online casinos have that pending withdrawal period. It's there to increase the chance of you changing your mind and playing some more with the money.
Their requesting ID's is actually a good thing and is part of security measures for your and their protection. Their doing this when you withdraw (and not when you deposit or sign up) is, again, to prolong the withdrawal process for the above mentioned reason.
