lady luck or statistical propensity and diminishing probability

If i have a wheel with certain conditions getting three deflectors donating towards same high probability area of 18 pockets i could play does numbers that are biased or high peaks - but i assume i would be better of in that situation combine that with local attractors if the frequent hits was 7 to 8 out of 10 - like combine visual ballistic and bias using local attractors to increase the net result.
