It happens. How often it does depends mainly on the wheel model and ball type.
It usually happens when the ball falls from the wheel track at low momentum but then hits the low part of a vertical diamond and heads to the numbers ring in a vertical line. It then usually either slides into one of the pockets and come out the other way (bouncing to other pockets), or slides in and rests there with no bounce.
If you are suspicious about rigged online wheels, it would be better to stay away from live wheel feeds that are created and used by just one online casino, and stick with those live feeds that are used by many different casino companies that are independent from each other.
