There was a scam done by some unscrupulous people some time ago on which they would give you a free demo of their program.
All they did was acting like a PROXY for the casino, redirecting the program's communication to this proxy program.
So instead of receiving data from the original server, the casino software would receive whatever the other person sent.
So, before asking for money, they went into a 1-on-1 live demo and sent the winning number over and over to the amazed people who paid for the software immediately, just to be
truly amazed when for their real connections to the actual casino server it
didn't work squat.
RNG casino was hacked indeed, the internal protocol for the casino, but as the scammed people found out, such "hacking" had absolutely nothing to do with winning the game of roulette.
