For most people, yes. There are exceptions though. Just because you yourself are losing and unable to win does not mean that winning is impossible, even long term. Keep in mind that winning is far less common than most would lead you to believe. Just like every aspect of life, those who are successful are the ones who apply themselves properly. Gamblers as a rule generally NEVER apply themselves. Those that do successfully, I would hardly consider to be gamblers. Hope this helps.

Playing 3 hours of Roulette is not luck - if you wind up with more in your bankroll then that's skill....
i have played for five hours and won many times. its just chance or luck. not skill. but you get the run when you cannot win no matter what you do. i think this happens to everybody that plays roulette. it brings you back to square one. or worse. there is no skill at roulette. its blind chance. but when you win you get the feeling that you are the smart one. and the rest are mugs. anybody who can make a living gambling. . does he exist. i would be a lot richer if i had never gambled. dont drink. dont smoke. dont gamble. dont stay out late at night. then you dont need money. good luck.

I really don't care what folks use - as long as it's a live feed from a brick and mortar casino - not some internet site.
I think that folks who worry about a RNG or a Roulette wheel are simply wasting their time - both are just as good as the other, and there is no cheating going on by the casino. There is no way to verify the casino so all we can do is to assume that the word would spread that a casino is cheating - why on earth would a casino cheat? The house advantage is all they need to make zillions of dollars.
