hi, new to the forum but I've been considering this concept for sometime now, so feedbacks would greatly be appreciated!
Basically, this involves betting on the intersection between columns and dozens. For example, betting on 1st Column and 1st Dozen would cover 20 numbers (with 4 numbers being the intersection of the column and dozen).

Therefore, the divisions of the sections would be:
1. 01, 04, 07, 10 --> By betting 1st Dozen and 1st Column --> Sections Unhit: 5,6,8,9
2. 02, 05, 08, 11 --> By betting 1st Dozen and 2nd Column --> Sections Unhit: 4,6,7,9
3. 03, 06, 09, 12 --> By betting 1st Dozen and 3rd Column --> Sections Unhit: 4,5,7,8
4. 13, 16, 19, 22 --> By betting 2nd Dozen and 1st Column --> Sections Unhit: 2,3,8,9
5. 14, 17, 20, 23 --> By betting 2nd Dozen and 2nd Column --> Sections Unhit: 1,3,7,9
6. 15, 18, 21, 24 --> By betting 2nd Dozen and 3rd Column --> Sections Unhit: 1,2,7,8
7. 25, 28, 31, 34 --> By betting 3rd Dozen and 1st Column --> Sections Unhit: 2,3,5,6
8. 26, 29, 32, 35 --> By betting 3rd Dozen and 2nd Column --> Sections Unhit: 1,3,4,6
9. 27, 30, 33, 36 --> By betting 3rd Dozen and 3rd Column --> Sections Unhit: 1,2,4,5
Example:

Whenever Matching Sections =2 has dropped to =1, bet that matching section.
So from 11 to 28, we would bet on Intersection 6 (2nd Dozen and 3rd Column) that will cover Sections 3,4,5,6,9
The next number was 22 (4), which profits +1 unit!
From 24 to 26, we would bet on Intersection 1 (1st Dozen and 1st Column) that will cover Sections 1,2,3,4,7
The next number was 34 (7), which profits +1 unit!
I will run more tests and post my results via Excel spreadsheet, but so from...:
- When the Matching Section has 2 sections 4 in a row, re-start the count
- When the same Section hits twice in a row, re-start the count
Basically...
17/37 (46%) = -2 units
16/37 (43%) = +1 unit
04/37 (11%) = +4 units

Charting cycles: Basically, how many times, say in 100 or more spins does that 4-number section hit?
..on average how many spins does it take approx for it to hit?
Welcome to the forum, riskyjeremy :)
I wouldn't be opposed to your original idea of laying chips except if it frequently misses, the bettor (or whoever would use this system) would have a lot of "throwaway" chips (chips that don't hit).
