I don't know this system but i would be interested to know what is the hypothesis at the base of the 4Selecta from Mr Chips ?
What does this system try to capture ?

I cannot answer your question as to the hypothesis; Mr Chips never really said. I created my own, however, and I can elaborate on that.
Chips breaks the playing board down into the Low, Middle and High Groups. Two different of these created a "potential" section. Example:
HG
LG..........Here, depending on what you had in your Chart, you might want an MG which makes a complete Section, a HG which makes a High Section or an
LG, which makes a Low section.
To me the premise is that numbers repeat. These Groups repeat. Sometimes one Group will just run away from the others. This creates betable numbers in the Available Numbers Section and those you bet on. Sometimes once, sometimes three or more times depending on how many times they've hit.
I'll allow as how my test won because of pure luck. I did not continue the test long enough to learn one way or another.

It's complex. But I believe the objective is to capitalize on trends! (whatever they may be at the time). ie; back the leading "groups" (as Sam briefly explained).

It would have been easier to understand the system if there were some rationale for choosing the division of the wheel into groups in the way he did. I think the base of it is the same as his EC system. Whether a number is in the LG, MG, or HG depends on its "digit sum".
Take the digits which make up a number and add them, so 27 = 2+7 = 9, 14 = 1+4 = 5
if a number's digit sum is 1-3 it's in the LG (low group)
if the digit sum is 4-6 it's in the MG (middle group)
if the digit sum is 7-9 it's in the HG (high group)
It would have made more sense to me if you were to form groups from sectors of the wheel...

Maybe it all comes down to belief. Either you believe Mr Chips did all those tests and got the results he says he did or you don't. That is up to the individual. Personally, I believe he did.
In the future, Victor says we will have a testing robot which will supply numbers given it one at a time and show results in real time. How this works, I don't know. Hopefully the results will be in some file or movie we can study.
I insulted Mr Chips by suggesting that he may be reverse engineering his results by unconsciously looking ahead at the numbers that were on his sheet. He did not take kindly to this. A person should use a cover for the numbers and view them one at a time. Old hat stuff....
Whether or not he made the simple complex it not the question for me. Once you put in a few hours it is simple enough. The question is whether or not it works long time and the jury is still out on that one.

To me, the correct question should be... is it based on a plausible hypothesis ? three possibilities : Yes/No, i don't know.
Finding a mechanical system that would win long term is futile. You need not a system but a process you could apply each time you play that would improve your odds of finding what works in the immediate. The solution or system that might work now may not be a long term winner but who cares, we want to win NOW ?
