We need to define if it is a fixed bet (i.e. combination of layout or disk-based locations which magically win time after time, beating the house edge) or is it a situational bet (approaching the game according to what is going on and act accordingly).
If it is a fixed bet, then I have to say no.
If it is approached as a situational bet, then I have to say: PERHAPHS, as it is a reality not every punter will experience the same stream of numbers, so there will be some people losing more than others (and winning more than others), but as long as the "belly" of results ressembles gaussian distribution for such a bet one could say it is a winning one, shall the player be one of those who synchronize right with it.
