This is what I'm doing now. I'm playing 2 to 1 vs 1 to 2 on the payoffs and I have
a balanced three step vs six step progression that costs 21 or 31 units respectively.

1 - 2 pays 3
2 - 4 pays 3
4 - 8 pays 3

1 pays 2
2 pays 3
3 pays 3
5 pays 4
8 pays 5
12 pays 5

Here's the trick. When the double dozens are losing the single dozens are winning.
