In this scenario,

If on spin 2 the winning number is 25,26,27,34,35,36 I would not bet the third spin.

25,27,34,36 giving 16 units profit.

26,35 giving 43 units profit.

If on spin 2 the winning number is 28,29,30,31,32,33 I would continue betting on the third spin.

28,30,31,33 giving 6 units profit.

29,32 giving 42 units profit.

Yes the answer is wright.It depends on the falling numbers in the third dozen.The common player with less experience should say there is no profit.
The numbers 25-27-34-and 36 give a lost.
29 and 32 give  a profit.
The other numbers play even money.
The conclusion is, you must be carefull when you design complicated systems.Look allways what every number shall payout.
A system with  the less number of units per spin is the best.
Try to compute the edge after all numbers are fallen in 37 spins.The answer should not be a surprise.

Does solving this puzzle teach us anything worthwhile or is it just for grins?

I can't imagine playing roulette in a way that requires a bet on every chance on a dozen.

I haven't heard anything about Red/Black, Even/Odd, High/Low.  Those are chances in the 3rd dozen.

From this puzzle you can learn a lot.
1) complicated systems have no advantage on a simply one.
2) the loss is higher playing a big number units per spin.
3) one unit on an EC is the best system
4) with a simply system it is easier to play a strategy.
5) with a simply system you can compute the risk.
6) with a simply betting schedule you have more time to make decisions and place your bets.

Have you try-ed to compute the edge of 37 numbers? That is very instructive.

The total betting of 37 spins is 37* 43=1591 units.
Total pay out 1548 units.Lost 43 units. EV or house edge 43/15,48= 2,7.  No surprise!!!
