Flat-betting single numbers vs. using a progression

I've been playing around the last few weeks betting on a 10 number section of the wheel.   My local casino has 4 wheels (00) that, in my observation, tend to favor numbers 0-28-9-26-30-11-7-20-32-17 in streaks.   What I mean, is that section of the wheel hits in streaks more than any other section does -- it's the same way on all four tables.

Anyway, I've been working on a progression trying to maximize my profits when my numbers get hot.   The problem is that since I'm not making even-money bets, the progression isn't working too well.   If I flat-bet and hit every other spin, I will come out ahead.   If I use a progression and hit every other one, I will lose too many big bets (or if I lose 2 or 3 in a row).

So, it seems like if I just flat bet these 10 numbers, I may actually do better since I won't have any wild swings with 2 or 3 losing spins in a row.   I am up about 1100 units over my last 10 sessions, with one session where I lost 40 units (the other 9 were all positive at the end of the day).   I have had swings of + and - 80 units in a single session because of my agressive progression.

My thought is to just flat-bet until I double my session, bankroll, then move to two units per spin until I double it again, or lose enough to go back to one unit.

Lets start with a 100 unit bankroll

Lose spin 1 -- 90 units
Lose spin 2 -- 80 units
Lose spin 3 -- 70 units
Lose spin 4 -- 60 units
Lose spin 5 -- 50 units
Win spin 6  -- 76 units
Lose spin 7 -- 66 units
Lose spin 8 -- 56 units
Win spin 9  -- 82 units
Lose spin 10--72 units
Win spin 11 --98 units
Lose spin 12--88 units
Lose spin 13--78 units
Win spin 14 -- 104 units

So I need to win 4 spins out of 14 to come out ahead, with at least 1 win in the first 10 spins.   But if I can get lucky and hit a rate of 1 out of every 2 spins, it goes way up.

Lose spin 1 -- 90 units
Win spin 2  -- 116 units
Lose spin 3 -- 106 units
Win spin 4  -- 132 units
Lose spin 5 -- 122 units
Win spin 6  -- 148 units
Lose spin 7 -- 138 units
Win spin 8  -- 164 units
Lose spin 9 -- 154 units
Win spin 10 - 198 units
Lose spin 11- 188 units
Win spin 12 -  214 units

So, at this point I would bet 2 units on a spot (or double the amount of money my unit was worth).   

Since this is based on a section of the wheel coming up in streaks, there's an expectation that you will hit a couple in a row once in a while, and leave the table after losing 3 or 4  in a row.   It's similar to betting dozens, but I'm playing fewer numbers and getting a payout of 2. 5 to 1 when I do get a hit.

Any thoughts?

Split the bet.

Flat bet 1 unit until you accumulate 10 lost bets (disregard winners).

Rule off.

Raise the bet to 2 units (or more, up to you) and give the method a max of 5 winners to show a profit.

When you gain any profit @ 2 units, or reach 5 winners, revert to 1 unit and recommence the 10 loss tally.

Etc, etc.

This should raise the profit % long term.
