Procedure:  Consider the following streets layout below.

European Wheel Streets Layout

A.  1,2,3:        19,20,21:  16,17,18

B.  7,8,9:        10,11,12:  28,29,30

C.  4,5,6:        34,35,36:  25,26,27

D.  13,14,15:  31,32,33:  22,23,24
