Yes, I got that but why? Why not bet the 3 and 5 instead of the 4 and 6? Why not 6 chips instead of 8? etc.

Actually, we are just working with quadrants here.  Like numbers 27,30,33,36.  Bets can  be placed on any of these numbers, and still be a winning bet for the outside bets.  For instance: say 30 hits.  It is the same payoff whether it lands on that number, (30) or any of the other bets in that quadrant, specifically numbers 27,33, and 33.
You should bet the same numbers every time to get the most out of this system.  Obviously, right?

Here's the kicker. All of the quadrants are intersected by 2, or more outside bets except the 14,17,20, and 23 betting locations on the wheel. These ones are not intersected at all by any of the outside bets posted on the wheel. Not any of the dozens, or any of the column bets placed.  

This being said, you can see why there are bets on  numbers 8, and 29.  This happens because those numbers (8, and 29) intersect in column B by either the 1st dozen, or the third dozen, which makes them a winning bet straight up, but also by the outside 2 to 1 bets.

This doesn't happen with the quadrant 14,17,20, and 23.  There are no intersections with any of the outside bets placed.  So, in order to create an  evenly balanced  layout, and make a compensation strategy out of it (one that allows for the same amount of chips to be bet on every column, and dozen compensating for the win/loss ratio of the other bets) to even out the odds of winning.

To do this you have to give this quadrant, (14,17,20, and 23) special treatment by betting inside the quadrant (where these bets are not affected by the outside bets), and on numbers 8, and 29  where the bets are affected by the outside bets.  This leads us to 16/19, and 18/21, because they are affected by  columns A, and C where 14, and 23 are NOT affected by any column, or dozen.  Hence there is no reason for another bet to compensate for the chips bet on 16/19, and 18/21's win/loss ratio.

It's a third generation cancellation, or compensation strategy that tries to bring the layout to a zero win/loss ratio and a balanced 0, and 00 bet to offset it just right.  This sway can be in your favor, improving your odds on success.
