Depends on what you call "cheating". The house edge is basically legal cheating.

Sure some perhaps unlicensed casinos may have cheated in history, in some high stakes game, but the casino already has the house edge. So generally I'd say no, they dont "cheat" if you define cheating as using magnets etc.

You might argue cammegh RRS is cheating too, and where auto wheels change rotor speed after no more bets is called. Thats not really cheating, but it does reduce player confidence and ultimately a casino's revenue.

Do you mean by your statement that the   casinos  in cahoots with the  government ADMIT to that 98 % cheating.
