I dont know of any live dealer ones with stakes that low. The only Rng I can think of is BetVoyager which has its spins hashed. If your from the U.S. however,Im not sure if you can play there.

BetVoyager as Far-Q already mentioned. However, they don't have 0.01 anymore, but 0.05 instead. Still it is very low

Betvoyager still have $0.01, however the no house edge tables have increased their limit to $0.05.
