This is a tough one. If I knew how to work it out, I would.

(00 wheel)...... On AVERAGE, what is the highest repeating number(s)
(maybe 8-10?) before ALL numbers have hit at least once?

their is a method that i have read that says 1 number will repeat at least 8 times before before all numbers appear.

I read an article that also said 8 but who really knows if its true or not? Maybe we read the same thing.

Like I said on the other board, I HATE the sales part of it. I'm mostly referring to the CONTENTS of HOW this guy chooses repeaters.
