Live Wheels: Riverbelle vs Dublinbet

It seems funny to me that systems that won't work on Riverbelle work on Dublinbet.  Being a US resident (in the States), I can only play at Riverbelle. 
The software systems (with play money at Dublinbet) seem to work whereas I have to use (pen and paper) systems at Riverbelle. 
My question is is there a bias in the wheels?
