ownership of casino

How are you guys?  The other day my mate was on a site called "betcity.com" and on that site he said that he stumbled on the opportunity to own your own online casino.  He inquired into it and spoke to a bloke named "Steven".  This rep (Steven) told him that it would cost him $65,000 US for a full license to own an online casino, but they could offer him a percentage deal.  The cost for 40% was 3000euro, but he could do him a better deal for 2000euro if he decided within the week.  He told him this would give him 40% of all profits that was made through my friends' casino once it was established.  All my mate has to do is advertise the casino (my mates casino...not betcity casino) to attract customers and they would do the rest.  Basically all he has to do is think up a name for the casino pay the 2000euro and they would set up the web site and all the games that come with it.

I was just wondering has anyone had any dealings or have heard anything of this kind of business opportunities before?  I'm pretty sceptical and I have warned him to really check it out before taking the leap, but I thought I'd check with you guys if you know or have heard of anything regarding these sort of opportunities.   [smiley=dankk2.gif]
