Is This a Good Idea - For Those Outside the USA

Alright, I was just surfing the internet when I saw that MicroGaming offers a game called "Roulette Royale".  Apparently it is some sort of a progressive jackpot version of Roulette.  It's still RNG (so it's not programmed like a slot machine), it's just relying on the sheer nature of a roulette wheels inherant odds.  Now, I can't play at any casino on MicroGaming's platform as I am from the United States, so I don't know the rules of this game, and I can't seem to find them out.  (I'm not allowed to even sign up at their casino for "play money" just to read their rules)

Meaning, if a number hits 2 times in a row, you get some sort of mini-jackpot, 3 times in a row another mini-jackpot, 4 times in a row a mini-jackpot (although significantly larger than the first two) and 5 times in a row, you get the whole thing.

They can pay this out without pre-programming it to only make this happen once in a million years because the odds of those events above happening are as follows without any pre-programming:

2 times in a row - 1368 to 1
3 times in a row - 50,652 to 1
4 times in a row - 1,874,160 to 1
5 times in a row - 69,343,956 to 1

So, if the odds of the roulette table producing the same number in a row beging to be that slim at 3 times in a row, couldn't you just wait until the same number comes out twice in a row and then bet every single number on the table besides that one?  Because then even if you lose, you still win (because of their jackpots)

Oh, and just to clarify, I also read that you still win the Jackpot even if you don't have a bet on the number that repeated.  So if the number 12 repeats twice, then you bet on every number besides twelve and it repeats for a third time you still win one of the mini-jackpots (I just don't know how much you win)
