Preface: Fellow poster and friend Ulysses @ VLS suggested a system like this.  As a favor and tribute, here it is :)   

Procedure: Consider the numbers on the left (European Wheel only).  On the response of the newest spin, you play the corresponding two numbers on the right.  Repeat for up to 10 spins or until in profit, flat-bet.  After 18 consecutive misses, end session.

0: 13,20       1: 7,9       2: 16,6       3: 17,24        4: 0,6        5: 9,2        6: 15,31
7:  7,19        8: 28,5     9: 19,17     10:  25,9       11: 1,31     12:23,2      13: 22,19
14: 6,35       15: 22,16       16: 9,0       17: 14,23       18: 1,17
19: 31,2        20: 5,33         21: 22,32       22: 25,20       23: 11,36       24: 35,8
25: 21,27       26: 13,15       27: 17,20       28: 29,1        29: 18,36       30: 16,33

Progression suggestion: "Up as you win"--after a hit, increase bet one unit on each number for up to five spins.  If all five attempts miss, lessen all bets by two units each per number.

Bankroll suggestion: 200 units per one unit bet

Win-Target/Stop-Loss: +10%/-10% of original bankroll per session.

Thanks Proofreader my old chum, though I'm a bit lost.  Take the first set of numbers in your chart 0: 13, 20 and what do they mean?

I'm guessing he means that if the zero appears you bet on the 13 & 20. If that loses then whatever number came up, you bet on the
corresponding numbers in his chart etc,

Correct
Uly One seems to work on both Live Wheels and Real Money RNG from early tests.

i don't think it makes any sense, Proof. why would 2 numbers follow another? they have no connection.

The two numbers did follow another number based on hundreds of spins from Real Money RNG & Dublinbet Live Wheels (I've been working on this for months.)

Proof, my friend. It is not universal roulette behaviour. It may be some bias, or it may be some coincidence. But in no way it is gonna work on EVERY wheel  for a long run (I don't even wanna talk about RNG anymore).

Lot of negativity from other members and that's to be expected when a strategy seems improbable. Most would never give it a second glance let alone test it. Me, I will test it, as this is my forte. I look for repeat number patterns and win more this way than any other method. If these are patterns you notice often Proof, then I'm gonna test em. And might add some to my own systems.

Iggiv, you said it might be some bias and everyone says wheels don't emit bias anymore as they are checked daily. But I believe the bias comes from the dealer not the wheel. Why, because the dealer always spins the the ball from the last place the ball dropped. So there is near constant procedure the dealer follows. This must have some consequence in the outcome of future spins even without factoring in all the physics of motion and speed etc. That's why I don't dismiss off hand a system like this.
